This book documents the proceedings of a conference organized by VSO Philippines and the Palawan Council for Sustainable Development held June 1998 at the Puerto Aventura Beach Resort in Puerto Princesa City, Palawan, Philippines. The conference was attended by 62 community organizers and development volunteers.
